New York releases healthcare facility transformation RFAs: HIT, capital funding opportunities
Two new RFAs have been released under New York’s Statewide Health Care Facility Transformation Program.

The New York State Department of Health (NYSDOH) and the Dormitory Authority of New York State (DASNY) have released two Requests for Applications (RFAs) under Phase IV and V of the Statewide Health Care Facility Transformation Program (SHCFTP IV & V):
- Health Information Technology (HIT), Cybersecurity, and Telehealth Transformation (RFA #20258)
- Capital Projects and Debt Retirement/Restructuring (RFA #20244)
The two RFAs are open to applicants that hold any of the following licensures:
- New York State Operating Certificates for an Article 7, 16, 28, 31, 32, 36, or 40 provider organization
- New York State Medical License for a primary care provider
- The Capital and Debt RFA (#20244) is additionally open to local governmental units providing services under Article 41 of the NYS Mental Hygiene Law
The first RFA (#20258) allocates funding specifically for Health Information Technology (HIT) projects that may focus on one of four categories:
- Electronic health records
- Cybersecurity improvements
- Health management tools
- Telehealth implementation and/or improvement
The second RFA (#20244) allocates up to $250 million for capital projects and/or debt retirement and restructuring needs that will facilitate the transformation, redesign, or strengthening of quality health care services that will promote innovative, patient-centered models of care, increase access to care, improve quality of care, and ensure financial sustainability of health care providers. Funding is not available to support day-to-day operating costs.
