2016 New Poverty Guidelines Released

The U.S. Department of Health and Human Services (HHS) recently released new U.S. Federal Poverty Guidelines (FPG), which are used to determine financial eligibility for certain federal programs. Published in the Federal Register on January 25, 2016, the 2016 HHS poverty guidelines can be accessed here.
 
One of the 19 Health Resources & Services Administration (HRSA) FQHC Program Requirements is for the health center to provide a sliding fee discount (“Sliding Fee Discount Schedule” or “SFDS”) based in part on the patient’s income with respect to the Federal poverty guidelines.*
 
According to HRSA Policy Information Notice (PIN) 2014-02, the center’s “SFDS must be revised annually, at a minimum, to reflect annual updates to the FPG.”
 
What Does CohnReznick Think?
Implementation of the new guidelines often “slips through the cracks.” CohnReznick has noticed an increasing number of findings in Federal Single audits and HRSA operational site visit reports regarding failure to use the current FPG.
 
Now is the time to update your SFDS to reflect the new FPG schedule. It is also a good time to review your Fee Schedule (charges for services) to ensure your fees are based on your current costs and current prevailing market rates, as required by the PIN.
