Conquering the Proposal Audit: An Insider’s Lived Experiences

This article appeared in the June 2025 issue of Contract Management magazine, published by the National Contract Management Association. Used with permission.

Proposal audits play a critical role in ensuring accountability and fairness in federal contracting. Success in these audits hinges on early and thorough preparation, particularly through robust estimating systems, clear documentation, and adherence to regulatory frameworks like the FAR and GAGAS. Contractors have the opportunity to treat audits not as adversarial events but as structured evaluations where transparency, consistency, and professionalism can significantly influence outcomes.

Using standardized formats for cost breakdowns, maintaining version control of documents, and understanding the audit process through tools like the DCAA Contract Audit Manual and audit programs are key. Effective communication with auditors – framing responses constructively, providing only necessary information, and supporting cost reasonableness with data – can help avoid common pitfalls such as questioned labor rates or overlooked efficiency factors. Ultimately, audits can be turned into opportunities to strengthen internal systems and build trust with acquisition officials.
