Your project may be eligible for the Program based on its location in a qualified census tract. This mapping tool helps access eligibility using census-based criteria from the 2016-2020 American Community Survey.

Qualified
Census tract meets at least one of the following two criteria based on 2016- 2020 American Community Survey data.
- Poverty rate of 20% or greater
- Median family income of 80% or less of that area’s median family income

Qualified, Distressed
Census tract meets at least one of the following criteria based on 2016 - 2020 American Community Survey data
- Poverty rate greater than 30%
- Median family income of 60% or less of that area’s median family income
- Unemployment rate of at least 1.5 times the national average
- Non-metro area that meets “Qualified” criteria
- Federal Indian Reservations, Off-Reservation Trust Lands, Hawaiian Home Lands, and Alaska Native Village Statistical Areas
- Island Areas of the United States, including Puerto Rico, U.S. Virgin Islands, Guam, the Commonwealth of the Northern Mariana Islands and American Samoa.

Distressed
Census tract meets at least one of the following criteria based on 2016 - 2020 American Community Survey data
- Poverty rate greater than 40%
- Median family income of 40% or less of that area’s median family income
- Federal Indian Reservations, Off-Reservation Trust Lands, Hawaiian Home Lands, and Alaska Native Village Statistical Areas
- Unemployment rate of at least 2.5 times the national average
- Census tracts in High Migration Rural Counties with a median family income at or below 85%
- Island Areas of the United States, including Puerto Rico, U.S. Virgin Islands, Guam, the Commonwealth of the Northern Mariana Islands and American Samoa.
Even if your “Qualified” project does not meet "Severely Distressed" criteria, it may still meet “Severely Distressed” eligibility.
