Based in CohnReznick’s Baltimore office, Jonette Hahn is a Principal in the National Affordable Housing Finance Practice. She specializes in financial consulting services for low-income housing tax credits and tax-Exempt bonds, HUD programs such as RAD, Mark-to-Market, Section 236 decoupling and Section 202 refinancing, and public housing mixed-income, mixed-finance developments.
As CohnReznick’s HUD consulting practice leader, Jonette and her team perform quality control reviews for Lean and Multifamily Accelerated Processing (MAP) Lenders of loan commitments and provide assistance filing Previous Participation/2530 of the Active Partners Performance System (APPS). Since 2012, she has participated in designing and presenting the Mortgage Bankers’ Association training program to certify MAP lenders, an MBA and HUD-created joint venture to address the shortage of qualified MAP lenders needed to handle the increase in multifamily financings.
Additionally, Jonette oversees due diligence engagements for national lenders and investors involved with tax-exempt bonds and Section 42 financed projects. Her responsibilities include reviewing appraisals, market studies and underwriting assumptions, analyzing NOI, debt sizing and eligible basis, and the project narrative.
A frequent speaker at multifamily industry conferences including CohnReznick’s National Affordable Housing Conference, Jonette is an active member of a number of national housing and redevelopment associations. She sits on the City of Annapolis Community Development Commission and is a Housing Credit Certified Professional (HCCP).
