Public, Private Partnerships, Risk and Integrity Monitoring and their impact on the North Carolina Contracting Community 

In February 2013, Transportation Commissioner Ray LaHood was quoted as saying, “America is one big pothole right now.” At the same time, the federal, state, and local agencies that are charged with maintaining these roads, bridges, buildings, and state funded universities and are facing severe budgetary constraints. Many of these agencies are turning to the P3 model as an alternative solution to address these critical infrastructure needs.

Major projects in numerous states have large civil contracts in progress. Even though, in many cases, large contractors are heading up these projects, they are looking to local contractors to perform much of the work. In addition, there are concerns that many civil contractors, who historically operated as a prime contractor, now find themselves in a new role of subcontractor or even second and third tier subcontractor.

During this panel discussion we will look to explore some of the unique challenges facing these special purpose P3 entities and the opportunities and the risks and pitfalls that they may face when looking to perform work on such projects. Our panel will consist of CPAs, an insurance agent, and surety bond producer, all of whom specialize in the construction industry.


Jack Callahan is a CohnReznick partner and leads the Firm’s Construction Industry Practice. With more than 25 years of experience, he has significant knowledge and experience in accounting, corporate taxation, and business consulting matters within the construction community. Jack serves clients in most construction sectors including: heavy highway, general contractors, construction management, specialty contractors, building trades, and building supply and equipment companies. He has worked extensively with public agencies and major construction owners to develop successful fiscal and integrity monitoring programs that enable contractors to improve the profitability, safety, and integrity of construction programs. 

Cristi Lewis is an audit partner based in CohnReznick’s Charlotte office. She is a member of the Firm’s Construction Industry Practice and has more than 15 years of public accounting experience encompassing financial statement audits, accounting, business consulting, agreed upon procedures engagements, regulatory compliance and benefit plan audits. Her industry experience includes construction contractors, commercial real estate, residential multi-family housing, and governmental agencies (including PHAs). She has also worked with many small business clients.

Brad Clark is a Vice President with the Construction Risk Practices Group of BB&T Insurance Services. He advises construction, engineering, and real estate firms on contractual risk transfer, insurance, and enterprise wide risk management strategies. Brad has worked in the insurance industry for 10 years and joined BB&T Insurance following its acquisition of McGriff, Seibels, and Williams. He is active in many construction and real estate related organizations such as the Association of Builders and Contractors (ABC), Urban Land Institute, and National Multi-Housing Council. Brad graduated from Duke University in 2003 with a degree in Economics.

Ken Peeples is the Vice President and North Carolina Surety Manager at BB&T Construction Risk Services. He has been with BB&T Construction Risk Services since 2001. Prior to his time at BB&T, Ken worked for AON Construction Services Division, AIG Surety, and Aetna Casualty & Surety. Ken distinguishes his practice by focusing on the entire industry, from young start-up companies obtaining their first ever bonds to managing the surety programs of many of the ENR 400, ENR top Specialty Contractors, and International Construction Companies. Ken is active in many associations including the Associated Builders and Contractors, Association of General Contractors, Construction Financial Management Association, American Subcontractors Association, National Association of Surety Bond Producers. He previously served on the North Carolina State Construction’s Retainage Committee.
